JOB TITLE: ZONING AND PERMIT TECHNICIAN
GENERAL STATEMENT OF JOB
Assist in coordinating the zoning and permitting in the Planning, Building and Zoning Department to ensure the proper enforcement and administration of the County zoning and development standards and ordinances and the development, administration and implementation of the County’s Comprehensive Plan. Also, performs related administrative and technical duties as required. This positions reports to the Director of Planning, Building and Zoning Department.
SPECIFIC DUTIES AND RESPONSIBILITIES
ESSENTIAL JOB FUNCTIONS
Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; offers advice and assistance as needed.
Reviews and approves/disapproves signs. Reviews and approves permits.
Assist in processing zoning applications and appeals.
Oversees the issuance of building permits, mobile home licenses, mobile home moving permits, etc.
Assist Planning Committee, Zoning Board of Appeals, Councils, committees and community organizations as required. Attends related meetings and makes presentations as requested.
Coordinates development and zoning approval with other Planning and Public Works departments and divisions.
Assist in administering and coordinating updates of the Comprehensive Plan, including mandatory elements pertaining to population, economic development, natural resources, cultural resources, community facilities, housing and land use.
Assist in formulating recommendations regarding the development of water, sewer, roads, open space, industrial recruitment, zoning, geographic information systems, impact assessment and other functions of the County.
Generates, compiles and maintains demographic and statistical data related to both long- and short-range planning needs of the County.
Ensures the maintenance of accurate files and information to support a variety of projects. Oversees the maintenance of permanent records of zoning maps and text amendments, variances, special exceptions, appeals, rezoning, public service uses, etc.
Analyzes zoning ordinances and makes recommendations for improvement as appropriate.
Prepares reports and graphic display materials descriptive of department research and recommendations.
Operates a variety of equipment such as a computer, printer, fax machine, copier, blueprint machine, camera, large document printer, drafting instruments, engineer’s scale, binding machine, calculator, telephone.
ADDITIONAL JOB FUNCTIONS
Performs general administrative work, including but not limited to conducting and attending meetings, preparing reports and correspondence, entering computer data, copying and filing documents, reviewing mail and literature, etc.
Performs related duties as required.
MINIMUM TRAINING AND EXPERIENCE
Requires a Bachelor’s degree in city and regional planning, public administration, business administration or other relevant field supplemented by three to five years of planning/zoning administration experience, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.

TO PERFORM ESSENTIAL JOB FUNCTIONS
Physical Requirements: Must be physically able to operate a variety of machines and equipment including a computer, telephone, copier, calculator, etc. Must be able to exert up to five pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time, but may involve walking or standing for periods of time. Must be able to lift and/or carry weights of five to ten pounds.
Data Conception: Requires the ability to compare and/or judge the readily observable functional, structural or compositional characteristics (whether similar to or divergent from obvious standards) of data, people or things.
Interpersonal Communications: Requires the ability of speaking and/or signaling people to convey or exchange information. Includes giving assignments and/or directions to subordinates and receiving direction and instruction from supervisor.
Language Ability: Requires ability to read a variety of policies and procedures, plats, drawings, legal documents, etc. Requires the ability to prepare reports, correspondence, budgets, etc. with proper format, punctuation, spelling and grammar, using all parts of speech. Requires the ability to speak with and before others with poise, voice control and confidence.
Intelligence: Requires the ability to apply principles of logical thinking to define problems, collect data, establish facts and draw valid conclusions; to deal with several abstract and concrete variables. Requires the ability to apply influence systems in managing a staff; to learn and understand relatively complex principles and techniques; to make independent judgments in absence of supervision; to acquire knowledge of topics related to primary occupation. Must have the ability to comprehend and interpret received information.
Verbal Aptitude: Requires the ability to record and deliver information, to explain procedures, to follow and give verbal and written instructions; to counsel and teach employees. Must be able to communicate effectively and efficiently in a variety of technical and/or professional languages including urban planning, code enforcement, building construction / engineering, economics, land use, budgeting, personnel, etc.
Numerical Aptitude: Requires the ability to add and subtract totals, to multiply and divide, to use mathematical formulas, to determine percentages and decimals and to determine time. Must be able to use practical applications of fractions, percentages, ratio and proportion. Must be able to use practical applications of algebra, geometry and statistics.
Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width and shape, and visually read various information.
Motor Coordination: Requires the ability to coordinate hands and eyes using office machinery; to operate motor vehicles.
Manual Dexterity: Requires the ability to handle a variety of items, keyboards, office equipment, control knobs, buttons, switches, catches, tools, etc. Must have minimal levels of eye/hand/foot coordination.
Color Discrimination: Requires the ability to differentiate colors and shades of color.
Interpersonal Temperament: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress when confronted with emergency situations or tight deadlines. The worker may be subject to danger or risk to a slight degree, or to tension as a regular, consistent part of the job.
Physical Communications: Requires the ability to talk and hear: (talking: expressing or exchanging ideas by means of spoken words; hearing: perceiving nature of sounds by ear).
Knowledge of Job: Has thorough knowledge of the methods, procedures and policies of the Department as they pertain to the performance of duties of the Planning, Building and Zoning Director. Has considerable knowledge of the functions and interrelationships of County and other governmental agencies. Is knowledgeable in the laws, ordinances, standards and regulations pertaining to the specific duties and responsibilities of the position. Is able to ensure departmental compliance with all laws and regulations and control the activities of the department through effective supervision. Has knowledge of urban / community planning and development, housing and land use, building construction techniques, codes and code enforcement, etc. Has knowledge of the methods and acceptable practices required to perform thorough and accurate inspections and to determine code compliance. Has knowledge of codes and regulations relative to issuing permits in zoning, building, and related areas. Is able to analyze statistical and demographic data and make related recommendations. Is able to assist in the development and implementation of various policy and legislative decisions and inter-governmental agreements. Is able to make sound, educated decisions. Knows how to plan, organize and direct a staff. Knows how to apply supervisory and managerial concepts and principles; has knowledge of administrative principles involved in developing, directing and supervising various programs and related activities. Has the ability to offer instruction and advice to subordinates regarding departmental policies, methods and regulations. Is able to perform employee evaluations and to make recommendations based on results. Has the ability to offer training and assistance to co-workers and employees of other departments as required.
