Boards & Commissions

The various Boards and Commissions established by the County government each perform a vital service to this County. They serve the public good and help make the quality of life in the County better for all. It is, therefore, the expressed intent and desire of the Council that all citizens of the County be made aware of the work of the Commissions and Boards and that all be given the opportunity to serve their community by their participation and membership in these organizations. Further, the Council is of the opinion that the best interests of the County are served when its Boards and Commissions contain members from all areas of the County and reflect as nearly as possible a fair representation of the racial, sexual and economic make-up of the community.

 


 

Planning Commission: Prepares and recommends to the Council for adopting regulations governing the development of land within the jurisdiction; makes recommendations on rezones and amendments to the zoning ordinance and approves subdivision plats. 
Meets: 4th Thursday each month, 6:00 p.m., Fairfield County Council Chambers located at 250 N Walnut St, Winnsboro.

Zoning Board of Appeals: Hears and decides appeals where it is alleged that there is an error in any order, requirement, decision or determination made by the building official. Hears and decides, in specific cases, a variance from the terms of the ordinance. 
Meets: 3rd Monday each month, 6:00 p.m., Fairfield County Council Chambers located at 250 N Walnut St, Winnsboro.

By State mandate, all persons serving on the Planning Commission and Zoning Board of Appeals are required to complete six (6) hours of orientation training. This training is provided by the Municipal Association of South Carolina (MASC) and is free to appointed members. Coordination of this training is conducted by the Community Development Department.

Aeronautics Commission: Assists Fairfield County Council in providing public aviation facilities and services and promotes aviation as a means of broadening the economic base of the County. 
Meets: 3rd Tuesday each month, 6:00 p.m., Airport.

Construction Board of Appeals: Hears and decides appeals of orders, decisions or determinations made by the building official relative to the application and interpretation of the building codes. 
Meets: As needed.

Council on Aging: Responsible for emphasizing the spiritual, mental, physical and social well-being of the senior adults of the County. In general, doing things that may be necessary, proper or advantageous to promote the welfare of the aging of the County in cooperation with existing agencies, institutions and organizations. 
Meets: 3rd Thursday every other month, 5:30 p.m., Council on Aging office, 210 E. Washington Street.

Behavioral Health: Responsible for conducting studies of alcohol and drug abuse and formulating and implementing an alcohol and drug abuse education program for the community; planning, coordinating and implementing a comprehensive program designed to combat all forms of substance abuse. 
Meets: 3rd Monday each month, 6:00 p.m., Behavioral Health Services, 178 US Hwy 321 Bypass N.

Hospital Board: Responsible for setting hospital policies to govern the management and operation of the institution. 
Meets: 4th Tuesday each month, 6:00 p.m., Hospital Board Room.

Olde English: Meets: Quarterly 1st Wednesday, F. Schumacher & Company, Richburg.

Library Commission: Responsible for cooperating with Library Director in formulating all library policies and regulations; communicating library concerns to the public, promoting library interests, procuring funds adequate for a progressive library program, controlling library funds and equipment. 
Meets: Quarterly on varying Thursdays 7:30 p.m., Library.

Assessment Appeals: Hears and decides upon all property filed appeals from the assessments of real property. 
Meets: As needed.

Disabilities/Special Needs: Develop, provide, coordinate, improve and operate community-based programs serving persons with mental retardation or other related disabilities. 
Meets: 3rd Friday every month 12:00 noon, 410 W. Washington Street.

 

Community volunteers serve on these Boards and Commissions to review detailed information regarding the topic of their authority and make recommendations to County Council. Membership requirements and terms vary according to the enabling legislation which established each Board or Commission. Individuals interested in serving on one of the Boards or Commissions must complete an Application for Service on Boards and Commissions. All members must be in attendance at three-fourths (3/4) of all regular meetings to continue their membership.
